Founded in 2000 by Glen Adams and Winthrop Rhodes, Cogent Solutions is headquartered in Fredericksburg, Virginia. Cogent Solutions is a leading provider of comprehensive information technology solutions and project management services to the Federal Government. We are currently providing award-winning support to the Department of Homeland Security and Department of Defense on a variety of mission critical projects.

Glen Adams is a Co-Founder and Chief Executive Officer

Glen Adams is retired military with 24 years of military and civilian services. Mr. Adams earned a Masters of Science degree in Management Information Systems from Bowie States University and has performed a wide variety of information technology and managerial duties while in the United States Army. His experience includes software engineering, project management and information technology, progressive system analysis, programming, test and evaluation, requirements analysis, database design, configuration management, web design, capability maturity model, telecommunications, networking design, infrastructure protection in a classified environments, quality assurance, ISO management representative, network configuration, internet solutions, software development and technical management.

Winthrop Rhodes is a Co-Founder and President

Mr. Rhodes has more than 20 years of broad-based and progressive experience in software engineering, network engineering, including hands-on management, leadership, and operations experience. He has significant expertise in administration, strategic planning, software process improvement, program development, and project management. Mr. Rhodes is skilled in analyzing organizational requirements, interpreting management desires and needs, and implementing solutions. Mr. Rhodes retired from the United States Army after devoting 22 years of service. He is a graduate of the University of Maryland, University College with a degree in Information Systems Management, is a Certified Network Engineer, and has received SEI CMM and ISO 9000 training.
